Noel I. Khokhar
Ambassador General (R) Dr. Noel I. Khokhar is a distinguished Pakistani military officer, academic, and diplomat whose career spans more than four decades. As one of the highest‑ranking Christian officers in the history of the Pakistan Army, his professional journey reflects the values of service, merit, and inclusion. Commissioned into the Corps of Artillery, he held several key command and instructional appointments. He served as General Officer Commanding 23 Division and later as Chief Instructor at the National Defence University, Islamabad, where he played a central role in shaping and mentoring senior military leadership. He also headed the Institute for Strategic Studies, Research and Analysis, contributing significantly to Pakistan’s strategic and security scholarship. Dr. Khokhar holds master’s degrees from Quaid‑e‑Azam University and King’s College London, as well as a PhD in International Relations. He is a graduate of the Royal College of Defence Studies (UK) and the Inter‑Arms Defence College (France). His international service includes participation in the United Nations peacekeeping mission in the Democratic Republic of Congo. For his exemplary military service, he was awarded the Hilal‑e‑Imtiaz (Military). Following his retirement, he was appointed Pakistan’s Ambassador to Ukraine, where he led the safe evacuation of hundreds of Pakistani families and students—including some international students—when war broke out in 2022. He later contributed to higher education as the Dean of the Centre for Public Policy and Governance at Forman Christian College (A Chartered University), Lahore, where he continues to inspire youth through leadership, service, and an ethos of inclusion.
